SKP_Civics β€” Full Civic Roleplay System for RedM (VORP)

### Stubby Knee Productions (SKP) | A GMP Gaming Community Production

---

## Bring Real Government to Your Server

SKP_Civics is a complete, immersive civic roleplay resource built from the ground up for RedM VORP servers. It puts democratic government, official identity, and legal record-keeping directly into the hands of your players β€” all through a single period-accurate in-world NPC and a beautifully themed journal interface.

From running for Sheriff in a full democratic election to forging a false identity to avoid detection, SKP_Civics creates the political backbone your server needs to drive deep, meaningful roleplay.

## What's Included

### πŸͺͺ Citizen ID Cards

Players register with the Government Office NPC to receive an official ID card. The card displays their full name, date of birth, sex, height, weight, town of residence, ID number, and a photo. Office holders automatically get a stamped seal on their card showing their current position. IDs can be shown to nearby players, reissued, and updated.

### 🎭 Fake ID System

A separate network of forger NPCs operates in the shadows. Players can obtain a false identity β€” different name, town, office title, and ID number β€” and use it in daily life. They can even run for civic office under their alias. Admins can reveal the real identity behind any fake name at any time through the admin panel.

### 🏠 Residency

Characters establish residency in a specific town. Residency is required to vote in local elections, run for town office, and receive town-based salaries. Cooldowns and fees keep residency changes meaningful rather than exploitable.

### πŸ—³οΈ Democratic Elections

A full election system with four distinct phases:

- **Registration** β€” Candidates file for office, pay a filing fee, and declare their town

- **Campaign** β€” A dedicated RP window before voting opens

- **Voting** β€” Players receive a period-accurate paper ballot at any Government Office NPC

- **Finalization** β€” Results are announced server-wide, offices are assigned, and winners take their seat

Each election cycle gets a unique identifier so votes from previous cycles never carry forward. Ties trigger automatic revotes. Admins can advance phases manually or let the server handle it automatically on a timer.

### πŸ›οΈ Civic Offices

Two tiers of government:

**Town Offices** (per town): Sheriff, Mayor, Council Member

**State Offices** (server-wide): Judge, District Attorney, Assistant District Attorney, Court Clerk

Multiple seats per office are supported. Office holders have their position stamped on their ID card, receive hourly salaries, and gain access to the court records system.

### ⭐ Sheriff Job Integration

When a player wins a Sheriff election, their VORP job is automatically updated to the correct sheriff job for their town β€” no admin intervention needed. When they leave office, they are returned to unemployed. All other civic roles are tracked and paid internally without touching the VORP job system.

### πŸ’° Salaries

Configurable hourly pay for every office. Online-only or always-pay β€” your choice. Each role has its own amount set directly in the config.

### πŸ“œ Court Docket / Records

Authorized roles (Sheriff, Judge, DA, ADA, Clerk) can file court and arrest records with a title, category, and full body text. All players can read the public docket. Categories include Arrest, Court, Property, Civil, and Other β€” fully configurable.

### πŸ–₯️ Admin Panel

A built-in admin panel accessible from inside the UI gives admins full control:

- Start or end election cycles

- Manually set election phase

- Assign or remove offices from any character

- Search players by real name **or** fake alias to reveal their true identity

- Ban/unban players from running for office

- Override residency for any character

### πŸ—ΊοΈ Map Blips

Each Government Office NPC shows on the map with a custom blip and the office name as the label. Forger NPCs have no blip by default β€” they're meant to stay hidden.

## The UI

The entire system is presented through a period-accurate open journal interface β€” hand-crafted artwork with ink textures, aged paper, and a western aesthetic that fits naturally into the RDR2 world. The ballot is rendered as a real hand-printed election document on aged parchment. ID cards are generated dynamically with seals, watermarks, and photo support.

The UI is fully themeable through a single CSS variable file. Every position, font size, color, and spacing value is named clearly so server owners can tune the look without touching any logic.

---

## Configuration

Everything a server owner needs to customize lives in `config.lua`:

- Add or remove towns

- Add or remove NPC locations with coords and models

- Set all fees, cooldowns, and salary amounts

- Define which offices exist and how many seats each has

- Map each town's Sheriff to the correct VORP job

- Enable or disable any module independently

- Configure election durations down to the hour

- Control admin permissions via ACE or a manual license list
